[ADDED NOTE: Recent series of DASSK's attempt to travel outside Rangoon can be seen as her non-violent campaign against the unjust restrictions imposed upon elected NLD members by Burmese junta. As the well-informed Internet/BurmaNet readers known, the SPDC/SLORC has imposed these travel restriction on elected MPs in order to prevent them from convening the National Parliament. From studying the junta's previous tactics, the other alternative SPDC/SLORC having is to arrest "all" MP-elects on the arrival to Rangoon. AT This time the junta, nevertheless, has recognized that such tactics of arresting all elected MPs was too noisy internationally and therefore appears to have used new tactics. We can now see that the junta's new tactics of quietly curbing activities of elected-MPs beginning to fail.
For the elected MPs, the opportunity to convene Parliament is one thing, but another important thing is what will be the likely agendas for discussion at the Parliament. A national parliament can do a lot for the betterment of Burmese people: Deciding to allow NGOs, perhaps, for anti-drug efforts and crop substitutions; Promulgate laws that encourage business and investments, or, if the situation permits, securing loans and finance from International Financial Intitutions. This will certainly stop the SPDC/SLORC deluding themselves as a government of Burma. Of course, no responsible institution should consider legitimate, in the wake of convening Burma's Parliament, a group of military men calling themselves to be a 'Government of Burma'.
On the situation of blockade at Nyaungdone, this morning radio reports indicate Daw Aung San Suu Kyi o reports indicate Daw Aung San Suu Kyi is refusing food from the military. Although it is recommendable to continue sit-in the car as protest, in my personal opinion, DASSK should not make a hunger-strike on this occasion. Simply put it, her health and well-beings are as important as the democracy movement.

We received reports of Daw Aung San Suu Kyi's recent trip to Bassein has been blocked at Nyaungdone by State Peace and Development Council. I ask you to open that blockade immediately and allow her to proceed her journey to Bassein.
Current disputes arises primarily because of your State Peace and Development Council failed to notify to the subordinate Township and Division SPDCs to put a stop to the travel ban imposed upan imposed upon the elected parliamentarians. This becomes the reason Daw Aung San Suu Kyi wishing to see and to travel to her NLD member supporters. It is highly appropriate that your council immediately allow all parliamentarians within the country to travel freely so that they can convene their parliament in near future.
It has been learnt that Daw Aung Suu Kyi has been in her car for four days and the international community is having grave concern about her health and welfare. Your should note that if something happen to hepen to her, you and your council will be held responsible. It should also note that your council is receiving no sympathy amongst the governments of the world and that any mistake you may have made will likely to be resulted in a serious response. I therefore ask you to solve the problems in a peaceful dialogue with Daw Aung San Suu Kyi and NLD.

re: Convening National Parliament in Burma
It is learnt that the National League for Democrlearnt that the National League for Democracy has put on notice
to your council that the elected representatives will convene the
national parliament on 21 August 1998. I urge you and your council not
to obstruct the lawfully elected representatives carrying out their
duties of convening a parliament. You should immediately notify to all
levels of your council to stop harassing the elected members of
parliaments.
I also remind you and your council about the United Nations General Assembly Resolution A/52/137 of 12 December 1997, which indicate97, which indicate State Peace and Development Council has no rights to make laws in Burma and, that, the various orders and decrees made by previous military council, State Law and Order Restoration Council, have no force of law in Burma. Only the democratically elected representatives can legitimately form a Legislature and make laws for the people of Burma.
I should also repeat the request to your council to form an Executive Branch which is to operate under the guidence of democratically elected parliament. Under this arrangement, members of your council may be able to retain their own portfolios. Along with international practice, the Executive Branch may implement matters in accordance with the policy direction and decisions made by the parliament. Following is the proposed form of Burma's interim administration:

Chiarman of Sent Chiarman of SPDC/SLORC, General Than Shwe, may be allowed to remain as the Head of State in this interim period;
and the Central Executive Committee of National League for Democracy, primarily, will run the Legislature;
carry out various tasks, including the wirting of a democratic federal constitution, during the interim period;
delegates of military authorities may be included in virious committees of the Legislature;
approve the constitution. The decision should also be made by the Executive and Legislature to hold by-elections to replace missing/ deceased/retired representatives. The transfer of power to the elected representatives should be made at the end of the interm period;
I am also gravely concerned by the reports from credible sources regarding with the massacre of un-armed civilians by Burmese army that had taken place in the central Shan State. I ask you to urgently allow the U.N.Special Rapporteur, Judge Rajsoomer Lallah, to visit to Burma and especially to investigate these allegations. If you fail to solve such problems, these misdeeds by your sub-ordinate army officers will become your own responsibility because you are the Head of State and the chief of armed forces.
